DutiesThis position is located in Headquarters Defense Contract Audit Agency (DCAA), Office of the Assistant Directorate for Operations (0), Technical Audit Services Division (OTS), Technical Support Branch (OTST),Develops goals objectives and requirements for the divisions that integrate information system and operation efficiency audit objectives and support the Agency's vision, mission, and goals.Provides advice, guidance, training and direction on a wide range of technical issues relative to DCAA's information systems, audit systems, as well as, administrative issues.Represents the Technical Audit Services Division with a variety of field elements and audit organizations including external Federal agencies, Inspectors General, and the Acquisition Community, including DoD, civilian and contractor organizations.Develops training for our audit and Information Systems. ?Manage the development, revision, and delivery of DCAI information system, information technology, and CAATS training courses.Surveys the status and compliance of agency -wide information systems and the integration of information technology into audits.Exercises supervisory personnel management responsibilities.Requirements Conditions of EmploymentMust be a U.S. Citizen as verified through E-Verify Program.If selected, you will be required to provide information regarding your COVID-19 vaccination status for the purposes of determining appropriate workplace safety protocols, such as those related to masking, testing, travel, and quarantine. Qualifications

You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp.Basic Requirements:
Degree: accounting or a related field (such as business administration, finance, or public administration) that included or was supplemented by 24 semester hours (or 36 quarter hours) in accounting (may include up to 6 hours of business law).OR
Combination of education and experience: 4 years of accounting experience or a combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours (or 36 quarter hours) in accounting/auditing courses or a certificate as Certified Public Accountant or a Certified Internal Auditor.Specialized Experience: In addition to meeting the basic requirements, you must have one year of specialized experience at the GS-13 or equivalent level. Specialized experience must be documented in your resume. Specialized experience includes providing system guidance for audit systems and programs (e.g. CaseWare, DMIS, ARMS) to support and/or resolve any and all technical issues. Developing and designing training for the systems application in audit tools (e.g. Caseware, DMIS, ARMS)Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
EducationSubstitution of Education for Specialized Experience: There is no substitution of education for experience at this grade level.

The FM Certification Program is a course-based program consisting of three certification levels. Level 3 certification must normally be completed within two years of the selectee's employment start date.Selective Service: Males born after 12-31-59 must be registered or exempt from Selective Service (see ).Initial Probationary Period: You will be required to serve an initial probationary period of 2 years if one has not already been completed. You will be required to serve a supervisory/managerial probationary period of 1 year unless one has previously been completed.Mobility Agreement: All DCAA auditors must sign a mobility agreement. This agreement may require you to be reassigned every five years.Background Investigation: All selectees will be subject to a Single Scope Background Investigation (SSBI). You must be able to obtain and maintain security clearance eligibility at the Top Secret level.Drug Testing: If you are given access to classified information, you will be subject to random drug testing.Telework: Telework availability will be based upon the mission requirements and supervisory determination.Performance Appraisal: If you are a current Federal employee, you must be rated fully successful or higher on your current performance rating to be eligible for promotion. You may be asked to provide a copy of your performance appraisal during the evaluation and selection process.Interagency Career Transition Assistance Program (ICTAP): You must be well qualified for the position to receive special selection priority under the ICTAP. A qualified ICTAP eligible achieving a score of 90 or above will be considered well qualified.
